Right to Information Act, 2005

The Government of India has enacted the Right to Information Act, 2005 which has come into effect from October 12, 2005. The Right to Information under this Act is meant to give to the citizens of India access to information under control of public authorities to promote transparency and accountability in these organizations.

NHB’s Obligation under the Act

The National Housing Bank (NHB) was established on July 9, 1988 under an Act of the Parliament viz. the National Housing Bank Act, 1987. National Housing Bank is a public authority as defined in the Right to Information Act, 2005. As such, NHB is obliged to provide information to members of public.

Activities of National Housing Bank:

Broadly, the activities of National Housing Bank can be divided into the following three major sub-heads:

PROMOTION & DEVELOPMENT : The principal mandate of the NHB is to promote housing finance institutions to improve/ strengthen the credit delivery network for housing finance in the country. The NHB under its promotion and developmental role undertakes activities to encourage sound housing and housing finance system in the country. The activities include implementing the Government Schemes as Central Nodal Agency (CNA), participation in new institutions promoted by GoI, equity support to Housing Finance Institutions and other institutions in the mortgage market, training programmes for employees of HFCs etc. NHB RESIDEX, India’s first official price index (HPI) launched in July 2007 to track the movement in prices of residential properties in select cities, now has its coverage of total 50 cities spread across India in 21 States/UTs..

FINANCING : Financing business of NHB intends to serve a widely diverse market, both in terms of geography as well as socio-economic segments. NHB has encouraged and incentivized the PLIs to improve and strengthen the grass root credit delivery network for housing finance across the country. NHB partnered with various international development agencies to channelize institutional credit flow for energy efficient and green housing, low income and informal income segments, etc. Refinance schemes introduced by NHB aimed at supporting and incentivizing the PLIs have contributed to the evolution of a new housing finance system.

SUPERVISION : NHB raises resources for deployment towards increasing new housing stock and provides housing refinance to a large set of retail institutions. These include eligible scheduled commercial banks, scheduled state cooperative banks, scheduled urban cooperative banks, specialized housing finance institutions, apex cooperative housing finance societies and agriculture and rural development banks. In addition, the Bank has also extended financial support to the housing schemes formulated by Public Housing Agencies. Non Government Organisations (NGOs) and Micro Finance Institutions (MFIs) are also considered for financing to cater to the needs of the economically weaker sections of the society.

NHB is a lean, officer oriented, professionally managed institution with its headquarters in Delhi and offices in Mumbai, Hyderabad, Bengaluru, Kolkata ,Ahmedabad, Bhopal , Chennai, Lucknow and Guwahati. NHB is headed by a full time Managing Director, supported by Executive Directors, Head of Departments and other Officers under them. A high powered Board of Directors comprising of Directors nominated by the Reserve Bank of India, top Government officials and eminent independent professionals guide the affairs of NHB. NHB’s Head Office is in New Delhi. It has five Regional Offices in Mumbai, Kolkata, Delhi, Bengaluru & Hyderabad and five Representative offices in Ahmedabad, Bhopal, Lucknow, Chennai & Guwahati.

Making an Application under the Right to Information Act, 2005

Citizens of India will have to make the request for information in writing, clearly specifying the information sought under the Right to Information Act, 2005. The application for request should give the contact details (postal address, telephone number, fax number, email address) so that the applicants can be contacted for clarifications if required. Since as per the Act, information can be furnished only to citizens of India , citizen status should be indicated as well.

The request for obtaining information under the Right to Information Act, 2005 needs to be accompanied by the requisite application fee by way of cheque or Bank Draft drawn in the name of National Housing Bank or by cash against proper receipt or Indian Postal Order in the name of Accounts Officer of National Housing Bank or through NEFT into NHB’s Bank Account, details of which are as under:
