NOTICE INVITING PROPOSAL FOR CONDUCTING DISTRICT WISE STUDY ON HOUSING AND HOUSING FINANCE IN SIVAGANGAI AND PUDUKKOTAI DISTRICTS OF TAMIL NADU

National Housing Bank, wholly owned by Reserve Bank of India, is an apex institution in the field of Housing Finance. It has the mandate to conduct research studies in the field of housing and housing finance in the country to enable formulation of suitable policy interventions by the State and Financial Institutions focusing on housing for the poor, low income segments which have by and large, remained unserved and underserved.

In view of the above, the Bank has decided to undertake district wise research studies on status and requirements of housing as also the potential institutional linkages to address the housing and housing finance requirements in the Sivagangai and Pudukkotai Districts of Tamil Nadu which have been declared as most backward districts. The study will have the following objectives:

  1.  To estimate housing requirements and potential market for housing finance.
  2.  To study the existing institutional framework providing grant and credit facilities for housing to the various sections of the society either through budgetary provisions and through lending institutions.
  3.  To recommend alternative optimal models for channelising housing finance in these districts.

The terms of reference for the study would be as follows:

1.The Study will cover housing situation both in rural and urban areas of the districts Sivagangai and Pudukkotai of Tamil Nadu.

2. Assessing the income group wise existing housing situation in the districts.

3. Estimating the existing and future housing shortage for the period ended 2012.

4. Assessment of performance of various Government sponsored housing Schemes.

5. Mapping of institutional framework providing credit for housing in terms of their coverage/exposure and potentials etc.

6. Assessment of performance of lending institutions e.g. banks, HFCs and co-operative sector institutions for housing.

7. Assessment of income group wise in-debt-ness and repayment capabilities especially of poor and low income segments including small, marginal farmers and workers in the informal segments.

8. Assessment of constraints restricting flow of institutional credit for housing including the legal issues.

9. Recommended Viable Alternative Models/Options for increasing the flow of credit for housing clearly indicating the structure/terns and conditions/ security and collaterals/repayment methodology and recovery mechanisms etc.

10. The study will have to BE based upon structured interviews with Local District Administration, State Government Departments, NABARD, Lead District Bank, RRBS and other institutions engaged in providing housing and housing finance; existing applicable laws and by-laws related to housing in the state/District; Field Surveys and relevant secondary researches, data etc. on the subject and any other approach as may be necessary.

11. The interim study report will have to be submitted to NHB within 8 weeks after the assignment of the study is awarded.

12. The suggestions given by NHB will have to be incorporated in the final report which has to be completed and submitted to NHB within 3 month after the assignment is awarded.

For undertaking the Studies with the aforesaid objectives and Terms of Reference as also the given time framework, National Housing Bank invites proposals from Research Organizations/ Experts/Researchers both in public and private sector clearly indicating the Cost for undertaking the Study.

The proposal should include information about the Organization/Individual, details of experience, list of similar research work completed in the last two years along with names and contact details of the concerned institution/individual and any other information appropriate for assessment of the proposal.
